Lucy Hamer, MS, SHRM-SCP, SPHR

Lucy first joined our board several years ago, currently serving as our chapter's President. She has previously held the following positions: VP of Professional Development and President Elect. Within her current professional role as HR Director for Children's Home of Stockton her primary functions include Strategic Planning, Employee Engagement/Experience, Training & Development, Compliance, Employment Litigation, and Compensation. As such, it is no surprise that the aspect she enjoys most in HR is employee and organizational development. Her history with SJSHRM and her day-to-day make her well-suited to lead our team!

Lucy has been in the HR profession for 15 years and holds her Masters in Management from Villanova University.

President Elect

Susan Rodriguez, SHRM-SCP, PHR

Susan has been on the board for SJSHRM for 4+ years having served previously as our VP of Professional Development and currently holds the role of President Elect. Beyond SJSHRM she is the Corporate HR Director at Collins Electric Company, Inc. where she focuses on partnering with leadership to align people strategies with execution, growth, and results. What she is most passionate about is helping leaders see HR as a tool to solve real business problems and strengthen organizational readiness. As the one next in line to lead our team, she'll definately be called upon to utilize her strengths!

Susan has been in the HR profession for 15 years and holds her Certificate in Human Resources Management from UCLA Extension.

Linda Fermin

Treasurer

Linda Fermin, SHRM-CP

Linda first joined the board over 10 years ago and is currently serving as our Treasurer. She has previously held several other board positions: VP of Professional Development, President Elect, and President. Her vast historical knowledge has been invaluable with her primarily responsibility in tracking and monitoring all chapter finances. Professionally Linda is retired but provides HR consulting on an as needed basis to clients as she enjoys helping others. And, as such, her primary function includes all aspects of HR - she is truly a jack of all trades!

Linda has been in the HR profession for 35+ years, and holds her BA in Human Resources Management.

VP of of Scholarships and SHRM Foundation

Trish Smith, SHRM-CP, PHR

Trish has served our board for 20+ years in each role/capacity and currently serves as our chapter's VP of Scholarships and SHRM Foundation. Within her current professional role as HR Director for Belkorp Ag her primary functions include Strategic Planning, Benefit Management, Employee Engagement/Experience, Training & Development, Compliance, Employment Litigation, and Compensation. Trish is a big supporter of SHRM and helped to create our local chapter, SJSHRM, and has made a positive impact on our San Joaquin HR community.

Trish has been in the HR profession for 25 years and holds her bachelor’s in business administration, with a concentration in management.

 

VP of Marketing

Persefini Quintero, SHRM-CP

Persefini has been serving on our board since 2023 as our VP of Marketing and brought with her prior board experience from Central Valley SHRM where she held positions as Emerging Professional Committee Chair and Communications Director. Within her current professional role as HR Generalist at Knife River she touches all aspects of HR with her primary functions being Employee Engagement/Experience, Training & Development, and Compliance. What she enjoys most about HR is helping to ensure a positive workplace for all employees. Her prior work experience as an HR/Marking Assistance make her the perfect fit for promoting SJSHRM!

Persefini has been in the HR profession for 8 years and holds her Bachelor's in both Business Administration and Hospitality & Tourism Management with an Emphasis in Labor Relations from San Francisco State University.

VP of Education and College Relations

Jessie Tejada, SHRM-CP, PHR

Jessie currently serves as our chapter's VP of Education and College Relations after first coming onboard in 2025 as our Silent Auction Committee Chair for our annual HR Conference. Within her current professional role as HRBP of Generac dba Energy Systems her primary functions include Strategic Planning, Employee Engagement/Experience, Employee Relations, and Compliance. The part she enjoys most? Coaching leaders to create strong workplace cultures. She is also particularly passionate about creating accessible pathways for both emerging and established HR professionals to grow in their careers, making her a shoo-in for our team.

Jessie has been in the HR profession for 15+ years across manufacturing, service operations, distribution, and national sales environments.

VP of Membership

Ann Martinez

Ann is the California Region HR Manager for Knife River Construction and specializes in CA-labor law, policy creation & implementation as well as employee relations.

Past President

Kris Gaskins

Kris has proudly served SHRM since 2015, currently serving as our chapter's Past President and District Director for SHRM California where he supports 6 additional chapters across the state. At SJSHRM, he has also served as VP of Membership and, as his current title indicates, President. Professionally, Kris is Founder/Executive Recruiter for Zion Talent Partners where his primary focus is Talent Acquisition. He is enthusiastic about strengthening HR communities and advancing the profession and his dedication to SHRM locally and throughout California lends to his ability to provide unique guidance and insight to the leaders of our chapter.

Kris has been in the HR profession for 11+ years and enjoys helping people and organizations find the right fit.
